Maritime Regulation and Enforcement

This course focuses on the specific enforcement and regulatory powers of states in the various maritime zones of jurisdiction. The course addresses the prescriptive and enforcement powers of coastal states and the rights and freedoms of other states. Relevant policy and legal considerations in the development and enforcement of maritime jurisdiction will be covered, including: international law considerations in maritime regulation and enforcement; regulation and enforcement in internal waters, the territorial sea and contiguous zone, in archipelagic waters and international straits, in the exclusive economic zone and on the high seas; regulation of marine scientific research; regulation and enforcement of marine environmental law under the Law of the Sea Convention; regional cooperation in maritime enforcement; sea border incursion indicators; protecting maritime borders; post-9/11 issues; and the Crimes at Sea Act.
